Banjarmasin (1/12) - Memasuki bulan Desember, kampanye berkenaan HIV Aids  pastliah marak diberbagai negara termasuk Indonesia. Dr. Machli Riyadi selaku Kepala Dinas Kesehatan Kota Banjarmasin bersama akademisi, tokoh dan pejabat daerah lainnya menghadiri dan menandatangani pada Deklarasi Bandung : Peran Pemerintah Daerah dalam Mengakhiri Epidemi AIDS di Tahun 2030, The Indonesian AIDS Conference 2019, Bandung, 29  November hingga 1 Desember 2019. Konferensi ini membicarakan tentang jumlah komulatif kasus infesi HIV yang dilaporkan dari tahun 2005 hingga bulan Desember tahun 2018 sebanyak 327.282 orang, sedangkan jumlah kasus AIDS sebanyak 114.065 orang mengacu pada laporan HIV AIDS & IMS Triwulan IV Tahun 2018, Kementrian Kesehatan Republik Indonesia. Tingginya kasus HIV AIDS di Indonesia tentu saja membutuhkan peran kuat dari pemerintah daerah untuk mengemban tugas pokok dan fungsi Komisi Penanggulangan AIDS (KPA) sebagaimana tercantum dalam Permendagri No. 20 Tahun 2007 Tentang Pedoman Umum Pembentukan KPA dan Pemberdayaan Masyarakat Dalam Rangka Penanggulangan AIDS di daerah. Peningkatan Standar Pelayanan Minimal (SPM) bidang kesehatan terutama HIV AIDS melalui pendekatan perubahan perilaku dan penciptaan lingkungan yang kondusif tentu saja akan menurunkan epidemi AIDS di Indonesia. Deklarasi Bandung ini dilaksanakan agar terjadinya perubahan besar untuk bersama-sama mengakhiri epidemi AIDS di Indonesia pada tahun 2030. Peran LSM tentu saja sangat berpengaruh dalam sektor pemberantasan hingga rehabilitasi terhadap epidemi ini, akibat daripada tingginya gaya hidup yang menjadikan fenomena heteroseksual, seks bebas, prostitusi online, narkoba jarum suntik yang beredar di lokasi-lokasi red district adalah target pasar besar dalam proses penularan HIV AIDS di Indonesia yang perlu diturunkan hingga diberantas bukan hanya dari Dinas Kesehatan daerah namun lintas sektor.

This conference discussed the number of cumulative cases reported HIV infections from 2005 to December 2018 were 327,282 people, while the number of AIDS cases was 114,065 referring to the quarterly report of HIV AIDS & STI in 2018, Ministry of Health of the Republic of Indonesia. The high case of HIV AIDS in Indonesia certainly requires a strong role from the local government to carry out the main tasks and functions of the AIDS Commission (KPA) as stated in Permendagri No. 20 of 2007 concerning General Guidelines for the Establishment of Environmental Impact Assessment Audit Commission and Community Empowerment in the context of AIDS Control in the regions. Increasing the Minimum Service Standards (MSS) in health, especially HIV AIDS through a behavior change approach and creating a conducive environment, of course, believe that this will reduce the AIDS epidemic in Indonesia. The Bandung Declaration was carried out so that major changes would occur to jointly end the AIDS epidemic in Indonesia in 2030. The role of NGO's as a nonprofit organization that operates independently of any goverment whose purpose on social issue will very influential in the eradication sector to rehabilitation of this epidemic, the high lifestyles that make the phenomenon of heterosexual, free sex, prostitution online, syringe drugs circulating in red district locations are big target markets in the process of transmitting HIV AIDS in Indonesia that need to be reduced to eradication not only from the local Health Service but also across sectors.
